Make your own litter!
Use newspapers, wash it in a big bin with eco friendly soap, let it fall apart and then dry it out in the sun.
It is litter! You save about $150 a year doing this and it is fine for the environment.

I don't think this helps with controlling odor though. Any ideas for odor?
