It may just be a de-formed tooth
Due to genetics, the dog may just have a deformed tooth (especially if its the same tooth on both sides). There is no real way of checking without going to the vet. Dogs can get cavities, but it is very uncommon in 2 year old dogs. You can usually tell it is a cavity when the dog turns down crunchy or chewy treats because of pain. The most common treatment for teeth with cavities, is to just put the dog under anesthesia, and pull the tooth (which can get expensive, but not as expensive as fillings).

Fluoride in your dogs water
Fluoride could be something that is needed for your dog.... you might want to look into it. I know kids need fluoride and people look to make sure that they have it in thier neighborhoods.

She does have teeth back
She does have teeth back farther that I can't really see. I don't think they are deformed, they are the same shape as the other dog's teeth. The other dog is her father, his teeth are in wonderful shape, but I have had his teeth cleaned and polished like 3 times. While he was under anesthesia for something else, I always like to do as much as possible so he does not have to be sedated as often. He has to be sedated almost everytime he goes to the vet because he is so big. He also broke a tooth at the gum in the front and I had the remaining tooth extracted.

I know the water really
I know the water really tastes bad around here. (from the pipes) I will ask the doctor about floride.

Today, when I was doing my interacting, combing, toe checking, once over exam on Thora, I pulled her lips back and took a quick look at her front teeth and the incisors, they are bright and white like a young dogs should be. She was in a "mellow" mood, very loving and letting me look at her toes and such with no resistance. I wanted to start brushing her teeth and wanted to look at her back teeth. They are very white and clean with the exception of a large dark spot from the gum, looks like a sort of cavity. Both sides have the same thing. Same tooth, on each side of her head. There is no tarter or yellowing on the teeth, just that "rotten" looking spot..
Is this common in dogs? Ever heard of it before? Do dogs get fillings or tooth aches?
I am going to take some photos and I will post a link to where I post them.
